Which recording artist said in a radio interview in Portland, OR said downloading music off internet is OK?

I heard the interview on the radio one morning….. either 101.1 KUFO or 94.7 KRNK where the artist (male lead singer of band) said that he didn’t care if people downloaded his music off the internet because he didn’t really make any money from it anyways.

that would be my good buddy art alexikas from the band everclear. he did that interview quite a long time ago. since then many other artists have said the same thing.
